Administrative Director of Clinical Pathology - 1901210
The Clinical Pathology Laboratory Administrator reports administratively to the Senior Associate Executive Director (Hospital Executive Administration) and is under the direction of the Laboratory Director (Statutory Authority: NYCRR: NYSDOH Public Health Law, Section 573 (1) v. A Title 10, Part 19: Clinical Laboratory Directors.) Incumbent is responsible for directing and supervising the activities of the Clinical Pathology Laboratories, the Patient and Customer Service Centers, Cancer Center Laboratory Services, Department of Laboratories Administrative Office (Level 3), etc. and is the designated laboratory liaison with Stony Brook Southampton Hospital and Eastern Long Island Hospital.
Duties of the Clinical Pathology Laboratory Administrator may include but are not limited to the following:
DIRECTS AND SUPERVISES THE ADMINISTRATIVE ASPECTS OF ALL CLINICAL PATHOLOGY LABORATORIES, SUCH AS:
Personnel: Recruitment, retention, human resources transactions, performance programs and evaluations, Labor Relations issues, UUP discretionary increases, recertification program, NY-SED licensure compliance, etc.
Department of Laboratories CAP Team Inspector surveying the General Checklist category. This is a dual role since CAP has deemed status for CMS and the team is considered to also be performing a CMS inspection.
Collaborates with hospital IT administrative leadership for provision of dedicated Laboratory IT services to the Clinical Pathology laboratories using Lab Information systems (Sunquest, Co-Path and HCLL.)
Interface for both Anatomic Pathology and Clinical Pathology as liaison with Stony Brook Southampton Hospital in provision of laboratory services.
Laboratory Team Leader on hospital Joint Commission Functional Group Leaders Committee.
Identifies and resolves facilities issues (Physical Plant, Housekeeping, etc.)
Oversight of the Quality Systems Management Program.
Participation in Hospital Patient Safety Programs, e.g. Patient Safety First Laboratory Team Leader, Daily Safety Huddles, etc.
Represents the Clinical Pathology laboratories and may represent both Anatomic Pathology and Clinical Pathology or Hospital Administration on interdepartmental Committees, Workgroups, CQI projects, FMEAs, RCAs, and other institutional initiatives.
Directs the functions of the Customer Service and Patient Service Centers and Cancer Center provision of Laboratory Services.
Responsible for Clinical Pathology Laboratory Benchmarking Program.
Renovations: Planning and Implementation of Laboratory internal projects (e.g. Central Core Laboratory) as well as institutional long-term projects e.g. MART Cancer Center Lab Services and Hospital bed Pavilion Lab Services.
Personnel, Supply and Expense and capital equipment budget development, implementation and monitoring for all Clinical Pathology cost centers.
Oversees the provisions of research related activities in so far as they relate to the use of hospital resources for testing and billing. Monitoring for billing compliance.
Responsible for the Laboratory Development and Flow Cytometry Research Core Facility IFR Accounts.
Oversees compliance with all established standards, statutes and regulations for all accreditations, permits and licensure, e.g. NYSDOH CLEP, FDA, ASHI, CMS, CAP, AABB, JC,CDC, University Hospital Policies and Procedures and Departmental Policies & Procedures, etc.
Analyzes, evaluates, develops and implements plans regarding improvement of Clinical Laboratory services that includes expansion of services for revenue generation, and proposals for cost saving initiatives (e.g. Clinical Resources Management, Blood Utilization Management) under the direction of the Laboratory Director.
To expand outreach services both internally within the Stony Brook network and externally in the community. To ensure excellent customer service for internal and external clients.
Required Qualifications :
A Bachelor's degree or higher in clinical laboratory sciences or a relevant field. It is essential that the Laboratory Administrator have technical/clinical knowledge.
ASCP Certification, or NYS Education Department license as a Clinical Laboratory Technologist, or NYS Department of Health Certificate of Qualification.
A minimum of 10 years' experience to include six years of progressive leadership experience in a hospital clinical laboratory.
Excellent written and verbal skills (writing sample)
Knowledge of LIS
Experience with Clinical Laboratory regulatory standards and inspections, e.g. NYS-DOH CLEP, CAP, FDA, CMS, etc.
Financial responsibility and management of personnel, supply & expense and capital budget development, implementation and monitoring in a leadership position in a hospital clinical laboratory
Knowledge of Core Laboratory Operations
Experience in any of the environments listed:
Level 1 Trauma Center
Neonatal High Risk Service
Excellent Customer Service Skills (documentation required of program and protocols utilized that demonstrates client /patient satisfaction)
Knowledge of a Laboratory Quality Systems Management Program and its application.
Knowledge of all aspects of a Laboratory Compliance Program
Knowledge of POC Testing Programs.
Master's degree in relevant field, e.g. MBA, MHA, MS, MPA, etc.
A minimum of two of the six years of progressive laboratory leadership is experience in a hospital clinical laboratory in an academic medical center.
Leadership experience in a hospital clinical laboratory in a unionized environment.
Knowledge and experience with NYSDOH CLEP standards, on-site inspections and regulatory requirements.
Knowledge and experience with clinical apheresis.
Knowledge and experience with specialized accreditation agency standards, on-site inspections, and regulations e.g. ASHI, AABB, CDC, FAA, etc.
Oversight of a robust outreach program.
